MP3 bitrates

Hey guys, I'm getting an iPod nano, and I have about 13 gigs of music, so obviously I want to reduce my music down to about 192 bitrate (most of it is already this bitrate, but a lot of it is VBR and 320). Which is the best, safest way to do this without a huge loss in volume or quality of the music (I dont like scratching sounds and static)? Also, if my music is VBR would reducing it down to 192 cause any problems at all? Thanks!
