Contrast and Brightness conrols

I opened winamp in resource hacker and opened the dialog 247 and got this (see attachment)... How can I activate this controls? They simply doesn´t exist and are in the wislist... Why they appear here?

because either it was a test for the layout of the dialog resources / the code for it isn't complete or even started / option c.. who knows what the devs are upto

most likely i'd guess is that it was added for testing some code out but was never finished or properly worked on due to time constraints. and just because something is in the wishlist does not mean that it will _ever_ be natively implemented before you get your hopes up
