How to check whether a service is installed or not?

e.g.
How to query the state(running, needs reboot or whatever) of a service named SPTD .

I'm a newbie, could somebody teach me how to do that?

I couldn't open sourceforge.Maybe something wrong with my network.
Can someone send me a copy of NsSCM ,including the usage or manual? I eagerly need it...Any help would be much appreciated.
