How Can we just put a picture in the tag of any mp3 song using winamp.

What are you asking for?

Do you actually want to add cover art to the ID3v2 metadata? Is so, you will need a tag editor that is capable of adding cover art. However I am not aware of a tag editor that has that function.

If you just want to view album art in Winamp...

Winamp does have album cover viewing. The Media Library's Now Playing (AKA MiniBrowser) section and the info box (in Local Media views) has album covers. However, if you prefer someting else....

From - Winamp 5 Wishlist > Media Library: General > Album cover viewing.
