Getting Audacity to convert to MP3 using ABR

Audacity only seems to support constant bit rates for MP3's and I've heard average bit rates (ABR) can do much better in quality with the same Kbps value. Currently, I use 24 Kbps, 11,025 Hz, mono for almost everything, rarely 16. I would like to be able to use 12 or 16 Kbps ABR, but Audacity doesn't support this and Audacity meets all of my other needs. How can I get Audacity to use ABR (or even VBR)?
