Rating of presets that come with winamp

Why are the milkdrop presets that come with the standard winamp setup already pre-rated? Shouldn't the end-user be the one that rates them according to his taste?

Until I noticed this, I was missing out on a lot of really great presets because they were rated 2 or lower and therefore never (or very rarely) showed up when milkdrop was set to random.

Please excuse my crappy english.

I think its that the artist rated them there(or for got to reset the rating) when they where released, and winamp just never reset them, thats why I turn preset rating off, makes it more random.

because it was decided to have them rated when the bundled presets were updated/re-selected back in what 2005 now it was. i can't remember the reason why though
