Create a playlist file in notepad as follows
[Playlist] NumberOfEntries=1 File1=http://your.server.ip.address ortTitle1=name users see in winamp Length1=-1 Version=2 name it whatever.pls and put a link in your webpage to this file. When a user clicks on this link it should open winamp and connect to your servers stream. Note substitute your info for File1 and Title1.
