Here I found an admin panel for shoutcast but in german. this is the description in german.
Der Shoutcast Admin Panel ist ein webbasierendes Admin Kontrollzentrum um seinen Radioserver basierend auf "Shoutcast" zu steuern. Funktioniert ohne vorinstallierten Shoutcast Server auf Windows und Linux Server.

Shoutcast Admin Panel 3 will be released in June 2010 and till then there is a Version 2 on the website ready 2 download but its on German. But you can translate it with google translator....
