play default message before streaming starts

Hello, I am looking to have my unix shoutcast server play a welcome or default message before streaming of other audio begins. I am using unix (solaris 10) server. The stream is being generated by a windows box using the dsp plugin. I would like to have it function in this way.

user requests stream
a default message is played like "Welcome to the WSHU Public Radio stream ..."
then the audio starts streaming normally.

Any ideas?

I though of a playlist but that would not play at the start of each connection.
