Hiya,

I would like to ask if it is legal to broadcast low quality music on a private shoutcast server. Do I need to buy a license? If so Where?

If the server is private and does not get listed anywhere, then yes this is completely legal. It is legal because the server is being used for personal use and not to broadcast to the masses.
