connection refused

I know this have been posted before and believe me i've read every post on this subject and i've read all of the other threads for nak errors. I recently to a t mobile wireless router in order to have a home phone so my old router was replaced. Now I have my ports forwarded and there is no firewall im behind. ALL FIREWALL have been disabled. I went to the radiotoolbox site and had my ip/port checked and it said that the ports were open but there was nothing associated with those ports and there was no firewall. All of this have been done and checked. Is there something im missing that keeps giving me this error? thanks
