Installer doesn't update driver to system32.

Sorry, i'm not good at English, I have a question, when I install my installer, then OEMUNICIF.DLLL is copied to temp folder, then after it's copied to the system32, but when OEMUNICIF.DLL is updated then it is copied from C:\Windows\System32\DriverStore\FileRepository\cifprinter.inf_x86_neutral_d8a06f6a0d1cb39f\i386\OEMUNICIF.DLL to system32. why is that? I want OEMUNICIF.DLLL to be updated to system32. C:\Users\Man Trinh\AppData\Local\Temp\OEMUNICIF.DLL C:\Windows\System32\DriverStore\FileRepository\cifprinter.inf_x86_neutral_d8a06f6a0d1cb39f\i386\OEMUNICIF.DLL C:\Windows\System32\spool\drivers\w32x86\3\OEMUNICIF.DLL
