My prospective configuration:

IN: multiple Analog L/R signals
Server: SHOUTcast DNSA 2
Transcode: MP3
OUT: multiple internet (WiFi) channels

1. Will DNSA 2 support this configuration?
2. If it does, what I/O cards should I get?

1. what configuration? your "list of things" is obscure and has techno-babble gibberish (internet wifi channel???)
2. you need multiple audio devices, one for each analog pair ...

I would like to have the MP3 output stream from DNSA2, instead of going out on the Internet through a broadband connection, to be broadcasted "locally" using a WiFi access point. Is that possible?

yes ... install DNAS2 locally
