fresh install, no applied skin appears = ?

the screenshot shows the skin i applied. i uninstalled the latest version of winamp, then reinstalled the same version. i chose the s7reflex skin during the install dialogues. it did not appear. the classic skin only sat after install. anybody have any insight or remedy? this has been the same for other skins.
