Problem with rating songs

I know this is a minor issue but its still one i wouldn't mind a fix to, i just spent the last 40mins browsing the forums and haven't come across any other reports of the problem.
anyways my problem is when i rate a song... it doesn't rate it, its exactly as i said.
If i click 5star's it just stays un-rated as soon as my mouse moves from the stars, i have also tried this via right clicking to rate songs but alas it doesnt change.
I would like to say its a matter it doesnt save the rating but that would imply it stores the rating for that session where as it never saves it at all...

im using the latest version of winamp to save someone asking xD
I also tried installing a plugin to rate songs from the task tray (just to see if that would work) but still no luck.
I spent a while and cant find nothing on the forum either.

i know its a real minor problem but its one i wouldnt mind fixing if possible.

the file most likely is being rated and going back to the menu in the playlist editor should then show the new rating on it. however i don't believe most modern skins (as you are using - which looks possibly like a cPro based skin) will detect when the rating has changed and then update the info panel area you've highlighted.

if it's not doing it all when going back to the menu (isn't clear from your post if that was done), the only other thing is that you've not got the media library actually installed as without that Winamp doesn't store the rating.

additionally if the library is present, you could try forcing the rating to go to the file (if wanted) via preferences -> media library -> library options tab -> advanced library preferences -> click 'save ratings to file for compatible formats [default' off]'.
