CanT Change Stream Rate

I have noticed that my station can not change stream rate. I am stuck at 128 K, 44,100 bps Stereo. I just to 192 kbps. Even if encoder is changed to 192 it still is a128. I can even go to a lower rate. It still is locked at 128K.

I am running SHOUTcast Source v.1.9.0
WinAmp Vesion 5.6.2.3173

driven by OtsAV Radio automation

I am running FiOS 50/50

I have uninstalled SHOUTcast Soure and reinstalled. Still locked at 128 K

Any help would be appreciated.
