Need Help making internet radio if anyones kind enought to help

I am interested in making my own legal online radio station. I have read through many sites about how to go about doing it. Its kind of confussing. I need a how to make an internet radio for dummies lol.. if anyones kind enough to help I would greatly appreciate it.

Info you might need. I live in USA in Maryland. I want to run a 24/7 internet station. I have downloaded the winamp shoutcast and a virtual dj. I understand I will need licenses. I read with one type of license is pay per performance or something like that, or the blanket license with no need to keep track. If the blanket license isn't too expensive it would probably be best.

I have also looked through hosting providers don't think im allowed to name them but ones like unlimited listeners,unlimieted bandwidth, virtual dj 128kps like $30 plus licenses. or one that gives me 4000 monthly hrs and provides the licenses I believe at about the same cost (blank)city ?... don't know what would work best...
