selecting 'Hot Skin'

There is a screenshot of the main window of a skin in the right column of winamp website(the main page), that says "hot skin" or "featured skin". How do they pick the skin?

Just got curious (my skins have never got picked......which is reasonable.....)

hot/featured skins are sponsored skins (eg. time warner movie skins or this kodak one)
or new additions to the 'best skins'(5 stars)... nowadays random 'best skins'
