Codec for shoutcast

I need a Mpeg Layer 3 codec to stream in 256 kb 44 khz.

I have been in contact with Fraunhofer and Opticom and they can only give me a codec that have bit stream 128 kb 44 kHz.

Do you know were I can get a Mp3 Layer 3 codec for Winamp so I can stream in 256 44 kHz.

The professional version of the codec does it, I think. it's here -
