Bad Feedback

When people connect to my station they say it sounds scratchy like im holding my mic up to the speaker...
How can I make it so it sounds nice & crisp...
Also how can I go above the 56kbps 24Hz??

When I connect to the server and listen to what im broadcasting it sounds find for awhile. Then after awhile it just gets really Scratchy and Messed up sounding.
