I don't want a on-demand broadcast.. I want the live-broadcast
I played the song on winamp, and then start the broadcast... and it's running and connecting ... but when i use another computer to connect and see if it works.. it said timed out.. you said I can have listeners connect by using http://IP:PORT in the winamp playlist... it does not work..

you connect bu hittong Ctrl-L and entering http://IP_ADDRESS:PORT/

Where IP_ADDRESS and PORT are your IP and Port. For web links use http://IP_ADDRESS:PORT/listen.pls

So either you do not have the right IP address (link above). Or you have not configured your firewall properly (refer to your firewall's documentation). A Cable/DSL router is a firewall. Windows XP has a built in Firewall. If you use Internet Connection Sharing you need to configure that too.
