Is there any *unofficial* timeline of when we *might* expect to see beta 4 out? A few weeks, months, etc? Any idea?

No. It comes out when it comes out.
Sometimes though, you can kinda guess when a new beta will come. This will happen when there are a lot of updates to the whatsnew.txt.

Why is this process taking so long?
Nullsoft is composed of a few people. Only 3 of which are working on Winamp3 fulltime. Sorry, they just don't have the manpower or budget to go any faster.
