Plugin for Case Led Flashing

hi!
i have some leds on my com port (pins 5+7) these leds are connected over a optocoppler and a transistor! all the leds are on if the com port is opened by any appication. i´m programming delphi so i writed an application that opens and closes the port with a variable delay from 1 to 1000 milliseconds. nor i wanted to let these leds flash to my mp3s! so i´m looking for a plugin that can open/close the port by the music OR a idea how i can get the data from winamp from an external applicaion. my plugin/application should work a lot like these Keyboard LED Equalizers...
