Whatever is relevant to whatever it is that I'm doing at the time that I sit down to read it. In other words, when I am looking for one specific thing, I will scan through the document, until I find it. I've gone through about 1/4 of it by this method.
Note that that deals with "fair use" only. It doesn't deal with specific cases, or situations with definite legal boundaries. For that, I recommend you make a visit to the US Copyright Office
