PHP Development Quesiton

Hello everybody.

In light of some of my recent PHP function creations (to do with time conversion, etc...) I was wondering who I would talk to, to ask them how I would go about submitting code to them so that they may decide to add my functions to some upcoming release of PHP?

Thanks for any help guys!

PS. www.php.net seems to be poorly documented about that kinda thing, so links, emails, etc... would be appreciated!!
