Whenever I move the mouse pointer over winamp, it shifts location. It has some sort of offset. So when I click a button, it's doesn't get clicked because the pointer is actually a little bit off from what showing. get it? It a big pain. HELP!

This caused by some visualization plug-ins. Don't ask me why.

Unless you're really in love with your skinned cursors, you might also try this:

Open Winamp, go to Winamp Preferences (Ctrl+P), select Options => Display, and make sure that Use Winamp-styled (skinned) cursors is NOT CHECKED. I think 99% of Winamp cursor problems (such as flickering and offset) only occur when skinned cursors are enabled.

Some of the other settings in there have also been known to cause some people problems
(tho' not me, btw)

Uncheck one at a time until the problem goes away.
Starting with the Rev's suggestion (which is the most likely suspect), other possible ones =

Always show clutterbar
Snap windows at * pixels
Use bitmap font for title display

All the other ones should be ok to use (tooltips, scroll, dim, numbers)

... And for some more technical background related to cursor behavior, you might want to read Air's post in this thread:

Actually, I figured out a way to fix this (without restarting). Press Ctrl-K, go under Options, Display. De-select the "Use winamp-styled (skinned) cursor".
I'm glad I got that figured out. I'm guessing lot of people have the same problem.

Ya mean, you figured that out without reading Rev Ike's post above?
That was the first thing he told ya to do. Oops!

Anyway, glad it worked.
