First you must know C++
Second go to http://www.sonique.com and look at plugin development sections.
That is.
But if I was at your place I'll try to make additional efects for AVS which is called APE. For making then you need know C++ too. For info about how to create them go to: http://www.winamp.com/nsdn/wvs/dev/apes.jhtml

C++ is a computer programming language. If you have to ask, then you have a long way to go on creating svps or apes. Search the web for "c++ tutorial", and you might find some help.
