The graphic format only supports animation, not interactivity.
I think he may have been talking about Macromedia Flash animations, as they can be converted to GIF files, but they can certainly not be interactive as picture files of all types including GIF.

No. A gif doesn't have support for interactivity. Converting a swf to a gif just takes the frames and makes a gif - doesn't transfer the interactivity.
