If I wrote the editor for absolutely free to use with NSIS
how can I publish on this web

You can publish all your NSIS related creations in the NSIS Wiki / homepage and in this forum, but if you publish something bigger like script editor you probably also need your own website for it, since you can't upload big files in the wiki or forum.
