encoding/transcoding under linux

Guys.. has anybody come up with a linux util that can encode/transcode nsv under linux? Its been a pain in the ass having to download the avis etc to my HD, encode to nsv using some other apps like nsvgui and then upload again as nsv to the streaming server... if there was a linux app to do this.. We could do it all locally.

Is there such an app?
