Ö in filename of the TTA format stops it from being loaded to Winamp

I have found another TTA-Winamp bug [http://forums.winamp.com/showthread.php?t=4517654]

If a file has the

code:
ö

sign then it can be loaded when it is dragged / send with other files- as files of multiple selection

But if it was the folder containing such file that would be loaded dropped upon Winamp, then that file would be missing from the playlist


And so one method of loading files has no problem with >>ö<<, but other does have

And once again: is it the fault of TTA plugin [TTA Audio Decoder v3.5 (x86)] or of Winamp itself [5.666]?
