Well, FLAC 1.1.2 is a very minor update destined to package maintainers (eg. Linux distros). Most fixes are about library names or FLAC utilities; in short there is no emergency to update the input plug-in
Possible improvements, should the FLAC input plug-in be updated "as-is", would be:
-slight speed-up in decoding by a few percent
-fixed bug with some ID3v1 tagged FLAC files
Actually I didn't sign in to become the FLAC plug-in maintainer, and am quite reluctant to be so. My version was nothing but a simple patch to add a couple of functionalities I needed for my encoder to fully work (anyway this patch no longer works against libFlac v1.1.2 ).
Whereas Josh updates the XMMS plug-in with new features and fixes, the Winamp one seems totally abandonned, with all its known issues here for years (lack of support for HTTP streaming, Ogg-FLAC, library meta-data handling or these crazy tags under Win98). I'm not sure I'm willing to be the one to be bugged with that
Otherwise my FLAC encoder has been updated a month ago to FLAC 1.1.2, although I haven't submitted it yet to winamp.com (check my sig if you want it). It features a slight speed-up and a bug fix.

It seems that Josh is at least aware of your improvements.
But Xiph does have a slightly snotty attitude towards Windows, and most of their development seems to come from outside volunteers (where would Vorbis be without aoyumi?) nowadays.
I've rewritten the meta-data handling part, which should be not only more reliable in extreme cases (null strings etc.), but is also more consistent with the actual FLAC source code... and compatible with win98 OS.
I've found (and fixed) in the original source code what I think was the source of weird/duplicated tags under Windows 98.
Otherwise I fixed the problem raised by "Brian M" on winamp.com about the "show average bitrate" misbehaviour.
Secondarily I also redesigned the configuration and info windows to be more consistent with Winamp's default plug-ins (that's all about widgets positions, used words etc...). You're right I don't deserve an award for that... but I think it's better like that anyway!
I've run my own tests under XP and 98... and looking for some extra feedback
