problem installing the program

i have downloaded the program and the problem occurs when i try to install it.

the process is ok untill selsction the language, but then while extracting files to my hard i get a msg like
error opening file for writing..

i have attached the error msg below.

please help me to install the program

Your OS isn't recognizing the "ç" character
due to whatever language setting you're using in Regional Control Panel
(pardon my ignorance, I know it's oriental, but I'm not sure if it's Chinese, Thai, or other)
