the default lists come from id3.org, but the apps can do / support what they choose to. v1 is hardcoded and can't be altered, but v2 can be.
the short answer is that to get what you want, you'd need a dev to do it for you in an app. some apps, like mp3tag, kinda do what u want, but I don't know how much use that is to you.

Thanks again! Yep 2 of the 3 tabs in Winamp do show my custom genre. 4th being the cover of course. Just think Flamenco should not have to be a custom.
Before the unified tag editor was implemented in 5.5, some input plugins had support for a genres.txt file, where you could any custom genre, which was available in the dropdown list.
Though, for ID3v2, APE and Vorbis tags you can simply enter any custom text.
I have put this into wishlist posts before, but I would love it if in prefs you could add the terms you wanted to the drop down list, in a section prior to, and divided from, the existing list. that seems like something that wouldn't be too hard to do? (of course, I'm only guessing)
